ORA-15153: cluster is not in the rolling upgrade to string
Cause: The cluster was not in the rolling upgrade.
Action: Start the rolling upgrade using the ALTER SYSTEM START ROLLING MIGRATION command from another ASM instance and restart this instance.

ORA-15153系统报错是提示Cluster（群集）不在滚动升级过程中，如果操作滚动升级，则报错，即要求启动滚动升级或者结束滚动升级来解决。
